Why It Matters
A payment, order, or system record is not automatically a real-world consumption fact eligible for recognition. Consumption Confirmation connects the real event, the supporting evidence, and the formal rule set.

Eligible Spending
Effective participation does not rest on one receipt or one action. It requires all three conditions: genuine, verifiable, and rule-compliant. Traceability belongs to record and audit capability, not a fourth entry condition.
Genuine
Corresponds to an actual consumption, transaction, and applicable fulfillment fact, not an artificial, circular, or empty record.
Verifiable
Has appropriate evidence, data, or a source capable of supporting the consumption fact and rule-based verification.
Rule-Compliant
Meets the applicable AIT category, geography, participant, and other formal rule conditions.

VERIFICATION PATHS
Verification Paths
At the current stage, real spending can enter verification through two evidence paths. They are verification sources, not final confirmation outcomes; both remain subject to system identification and verification.

Merchant Recognition
A merchant provides merchant-side recognition or proof of a consumption fact based on its applicable order, payment, transaction, fulfillment, or other records.
System Identification & Verification
The system identifies and verifies eligible transactions or consumption facts against authenticity, evidence completeness, applicable rules, and consistency conditions.PATH B
User Proof Submission
A user submits spending proof that meets system requirements and supports a real-spending fact for further rule-based verification.
Merchant recognition and user submission do not mean automatic approval. Submission, recognition, and final confirmation are distinct stages.
